Meeting between the Ambassador of the Republic of Armenia to the Socialist Republic of Vietnam Vahram Kazhoyan and the Ambassador of the Lao People’s Democratic Republic to the Socialist Republic of Vietnam Sengphet Houngboungnuang
On April 19, 2021 the Ambassador of the Republic of Armenia to the Socialist Republic of Vietnam Vahram Kazhoyan had a meeting with the Ambassador of the Lao People’s Democratic Republic to the Socialist Republic of Vietnam Sengphet Houngboungnuang.
During the meeting the sides discussed bilateral relations, the broadening of the legal field in the spheres representing mutual interests between two countries, the spread of COVID-19 and the ways of its prevention. Ambassador Kazhoyan presented Armenia’s relations with its neighboring counties.
Touching upon the bilateral relations, the Ambassador of the Republic of Armenia Vahram Kazhoyan mentioned that during the Soviet times the relations between Armenia and Lao were active, especially in the education sphere and many Laotian students have studied in Armenia in the higher education institutions. But after the collapse of the Soviet Union these ties weakened and nowadays Armenia and Lao cooperate mainly in the framework of the international organizations.
Ambassador Houngboungnuang pointed out that his wife was also among those fortunate students who studied the profession of statistics in Armenia and till now she remembered the years she has spent in Yerevan.
The sides agreed to work in the direction of expanding the legal basis between two countries, and as a first step, to mutually present the lists of spheres and to prepare the drafts of agreements and memoranda of understanding in the spheres that are of interest for the two countries. The documents could be signed during the visit of Ambassador Kazhoyan to Lao PDR.
During the meeting, interlocutors also discussed the issue of the COVID-19 prevention. Touching upon the issue of the spreading and the prevention of COVID-19 Ambassador Sengphet Houngboungnuang underlined that the registered cases in Laos are conditioned with the illegal migrant traffic through the border from Thailand by the Lao citizens.
Ambassador Kazhoyan also presented the relations of the Republic of Armenia with neighboring countries with Armenia. In this context, the Ambassador of Armenia mentioned that from four neighbor countries two have imposed land blockade of their borders with Armenia, and Armenia can only import and export its goods through Iran and Georgia and this situation continues approximately 30 years.
The Ambassador of Armenia also presented the unresolved humanitarian issues after the war in Nagorno Karabakh in 2020, particularly addressing the issue of the return of the prisoners of the war. In this context, Ambassador Kazhoyan underlined that Armenia has unconditionally fulfilled the points of the trilateral statement signed on November 9 2020, including the return of the prisoners of the war. Azerbaijan has not only not fulfilled its obligations in good faith but also has refused to return the Armenian prisoners of the war.
Ambassador Kazhoyan pointed out that approximately 200 prisoners of the war are currently held in Azerbaijan, who are kept in inhuman conditions, violating their human rights and dignity.
The Ambassador of the Republic of Armenia also spoke about the Armenian Genocide of 1915 and the spread of Armenians all over the world as a result, and shortly presented the numbers of the Armenians living in different countries of the world. Mr. Kazhoyan also underlined that from the period of 1895 up to 1923 in the Ottoman Empire more than 2 million Armenians were subjected to genocide.
Aramazd Muradyan, the Second Secretary of the Embassy of the Republic of Armenia to Vietnam and the diplomats from Laos Embassy participated were present during the meeting.
