Vahram Kazhoyan, Ambassador of the Republic of Armenia to the Socialist Republic of Vietnam participated in the New Year celebration event on January 10, 2023, organized by the Vietnam Union of Friendship Organizations. High-ranking officials of the Government and the members of the National Assembly of Vietnam, Heads of Diplomatic Missions and Permanent Representatives of International Organizations accredited to Vietnam, as well as Representatives of foreign non-governmental Organizations were present at the event.

          H.E. Ms. Vo Thi Anh Xuan, Vice-President of Vietnam, H.E. Ambassador Nguyen Phuong Nga President of the Vietnam Union of Friendship Organizations, H.E. Mr. Ha Kim Ngoc, Deputy Foreign Minister of Vietnam, H.E. Mr. Saadi Salama, Ambassador of the State of Palestine to Vietnam, Dean of the Diplomatic Corps and Mr. Robert Kalatschan, founder and the President of Giving it Back to Kids Non-governmental Organization delivered statements during the evening.

          H.E. Ms. Vo Thi Anh Xuan, Vice-President of the Socialist Republic of Vietnam, in her speech referred to the past year, mentioning that it was a difficult one for Vietnam due to the recovery of the social and economic life of the country, but the Communist Party, Government and the people of Vietnam honorably fulfilled their obligations, registering 8.2% GDP growth, instead of the planned 6%. Vice-President of Vietnam also expressed confidence that in 2023 the country will manage to exceed the indicators recorded in 2022.

          In her speech, Ms. Vo Thi Anh Xuan also referred to the main goals adopted during the 13th National Congress of the Communist Party of Vietnam, particularly the decision to make a transition from a lower-middle-income country to an upper-middle-income country by 2030, and high-income country by 2045.

          H.E. Ambassador Nguyen Phuong Nga, President of the Vietnam Union of Friendship Organizations, congratulated the guests on the occasion of the coming Lunar New Year, noting that 2022 was a year with difficulties and challenges and expressed hope that New Year will be the year of new opportunities, both for Vietnam and for the countries whose representatives have assembled tonight for the celebrations.

          Ms. Nga also thanked foreign non-governmental organizations for the support to the Vietnam Union of Friendship Organizations (VUFO), which amounted to USD 224 million. More than five hundred international and foreign NGOs are currently registered and operating in Vietnam. President of the Vietnam Union of Friendship Organizations also invited the guests, to participate in the event of international exchange in the Lao Cai province of Vietnam, to take place on March 26-27, 2023.

          H.E. Mr. Ha Kim Ngoc, Deputy Foreign Minister of Vietnam, in his speech noted that 2022 was the year of challenges and Vietnam managed to implement effectively two main goals - prevent and control COVID-19 pandemic, and recover and develop the social-economic spheres. Mr. Ngoc also emphasized the strengthening position of Vietnam in the international arena, contributing to peace, stability, cooperation, development and progress in the region and in the world. Particularly, he stressed the recent election of Vietnam to the UN Human Rights Council and UNESCO Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage.

          Deputy Foreign Minister also referred to the Doi Moi economic reforms carried out by Vietnam for the last 35 years. He also spoke of the main goals adopted during the 13th National Congress of the Communist Party of Vietnam, particularly the decision to make a transition from a lower-middle-income country to an upper-middle-income country by 2030, and high-income country by 2045.

          H.E. Mr. Saadi Salama, Ambassador of the State of Palestine to Vietnam delivered his statement on behalf of the Diplomatic Corps in Vietnam. He emphasized the Doi Moi policy of economic reforms, successfully implemented in Vietnam during the past 35 years and noted the success of Vietnam in overcoming the COVID-19 pandemic. On behalf of the Heads of Diplomatic Missions and Permanent Representatives of International Organizations accredited to Vietnam, he congratulated the Government and the people of Vietnam with the coming New Year of the Cat and wished them new successes.

          Mr. Robert Kalatschan, President of the American Non-Governmental Organization Giving it Back to Kids in his speech, on behalf of the International and Foreign NGOs working in Vietnam, thanked the Committee for Foreign Non-Governmental Organization Affairs (COMINGO) of the Ministry of Foreign Affairs, the Vietnam Union of Friendship Organizations, and the People’s Aid Coordinating Committee (PACCOM) for the support to his and other NGOs. Mr. Kalatschan also underlined that the goal of his organization is making Vietnam a stronger country, by providing individual projects for each child in need of assistance. Giving it Back to Kids is the oldest foreign NGO operating in Vietnam for over 20 years. Mr. Kalatschan is a US born Armenian, whose father has moved from Western Armenia after the 1915 Genocide to the Soviet Armenia, then to Ukraine, and afterwards immigrated to the United States.
